(1st Dist., Div. 5 Apr. 24, 2026) (partially published; costs discussion not published) dealt with a $38,568.63 costs award to City for administrative record preparation in a case where it prevailed when plaintiff unsuccessfully challenged an infill housing project on the site of an aging shopping center. Costs were allowable under CCP § 1094.5 and Public Resources Code § 21167.6, but the challenge could not be entertained on appeal because plaintiff/appellant failed to include the City’s costs memorandum in the appellate record.
